VOTE ON A SYNOD BY-LAW CHANGE
As outlined in the Book of Order, G-12.0101, we are requesting
each Presbytery's vote on a specific Synod By-law change
(the number and ratio of commissioners to Synod) made at the
Synod meeting on May 10, 2003. This is found under CHAPTER
1.00 - MEMBERSHIP.
Because we did
not publish these By-laws on our Web site, I am spreading
the pertinent changes here:

CHAPTER 1.00 MEMBERSHIP
1.10 The
Synod of the Pacific shall be a delegated Synod. Membership
shall be broadly representative of the areas from which commissioners
are elected. Full consideration should be given to persons
of all racial ethnic groups, different ages, both sexes, various
disabilities, diverse geographical areas, different theological
positions consistent with the Reformed tradition, and any
marital status. (G-4.0403).
1.11 The Synod
shall be composed of commissioners elected by the presbyteries.
The Synod shall determine, with the consent of a majority
of its presbyteries, the basis of election and the ratio of
commissioners to members represented in the presbyteries,
as well as its method to fulfill the principles of participation
and representation. The commissioners from each presbytery
shall be divided equally between elders and ministers of the
Word and Sacrament. (G-12.0101)
1.12 Each
presbytery shall elect a minimum of four commissioners, two
of whom shall be ministers and two of whom shall be elders;
of those four persons, two shall be female and two shall be
male; one or more of the four shall be a racial ethnic person
from one of the four racial ethnic groups as defined
by the Book of Order. (G-9.0105a)
1.13 However,
each presbytery with communicant members and ministers in
excess of 10,000 shall elect a total of six commissioners,
three of whom shall be ministers and three of whom shall be
elders; of those six persons, three shall be female and three
shall be male; two or more of the six shall be racial ethnic
persons.

in excess of 25,000 shall elect a total of eight commissioners,
four of whom shall be ministers and four of whom shall be
elders; of those eight persons, four shall be female and four
shall be male; three or more of the eight shall be racial
ethnic persons.)

Commissioners shall be elected for a term of three
years, beginning on July 1, 1991, and every third year thereafter.
They shall be eligible for re-election for a second three
year term,; and thereafter shall not be eligible for service
as a commissioner from the same presbytery until a full year
shall have elapsed. No person
may serve as a commissioner for more than six consecutive
years. In the case of a resignation of a commissioner
with less than one year remaining, an alternate may be appointed
and may be eligible to be elected as a commissioner for two
consecutive three-year terms.
1.15
The Moderator, Vice Moderator and all Commissioners
serving as members of standing committees shall continue in
office until the successor Synod is constituted, its officers
elected, and its committees established."
1.16
Presbyteries may elect alternate commissioners according
to the categories listed above, provided that the commissioners
who participate in any Synod meeting shall meet the criteria
for inclusiveness from each presbytery. 10/00
