Statement of Purpose
The Sierra Mission Partnership is a cooperative agency providing consulting, training, resourcing, and networking in areas of personnel, administration and budget for the Presbyteries of Nevada, Sacramento & Stockton.
Affirmations


  • We affirm the Constitution of the Presbyterian Church (U.S.A.) - the Book of Order and the Book of Confessions - to be the governing authority, guidance and inspiration for our common life and work together of the Sierra Mission Partnership.
  • We affirm the autonomy of each presbytery as a governing body
  • We affirm and commit to empowering the individual presbytery's identity and mission
  • We affirm the value of shared program and administrative staff
Structure
Equal representation of clergy and elders, from each presbytery, will serve a 2 year term, and shall be eligible for re-elections for two additional terms on the Personnel & Administration Committee and the Budget Committee. Terms of service begin in January of each year. Each committee will elect it's own chair. The SMP staff shall serve as ex-official members.


Personnel & Administration Committee
Responsibilities
1. Serve as the Personnel Committee in accordance with the Personnel Policies adopted by the Synod of the Pacific

  • Provide for the review and evaluation of the SMP staff
  • Participate in the calling process of elected staff
  • Develop and revise the position descriptions for all staff
2. Provide oversight for office administration policies and procedures
3. Recommend the Administrative portion of the SMP budget


Accountable
1. To the Synod of the Pacific regarding personnel matters
2. To the individual presbyteries for providing information and responding to presbytery needs
3. To Presbytery Councils through minutes and reports

Budget Committee
Responsibilities
1. Coordinate the Mission Budget requests from the presbyteries and the SMP Administration Budget requests for the Synod Mission Partnership Funding process
2. Respond to joint funding requests from two or more presbyteries
3. Provide for presbytery budget consultations when requested or deem necessary


Accountable
1. To the Presbytery Councils through minutes and reports.

Understanding
Cooperative ministries - joint dollars that are shared across the presbyteries - must be reviewed by each presbytery council/committee to be included in the budget for up to a 3 year time frame
